During Authorization system runs multiple step check:

* Is sender branch registered;
* Is user sending document allowed to represent the sender branch;
* Does the link exist between sender branch and receiver branch;
* Does sender branch have the right to send this type of document;
* Does reciever branch have the right to receive this type of document;
* Is this document type allowed to be sent from this sender branch to this reciever branch;
* Is the document number unique for this sender branch for this document type during the running year.

If any of the checks report failure:

* the document is not registered on Telema system;
* error is reported to sender.

NB! It means that sender can resend the document in case he has made required changes.
