 3: * Is sender branch registered;
 4: * Is user sending document allowed to represent the sender branch;
 5: * Does the link exist between sender branch and receiver branch;
 6: * Does sender branch have the right to send this type of document;
 7: * Does reciever branch have the right to receive this type of document;
 8: * Is this document type allowed to be sent from this sender branch to this reciever branch;
 9: * Is the document number unique for this sender branch for this document type during the running year.

11: If any of the checks report failure:

13: * the document is not registered on Telema system;
14: * error is reported to sender.

16: NB! It means that sender can resend the document in case he has made required changes.
